Mayor Chada called the meeting to order with Knutson, Moody, Hohbach, and Ackman in attendance. Others present were D Moe and E Hoffman.
Reports:
W/S – A request was made by a property owner who has moved to reduce the minimum billings. The property is heated with water and therefore they cannot disconnect while the property is on the market. A motion by Moody, 2nd Knutson was made to bill the household for the minimum water and any useage defraying the minimum sewer charges at this time.
Grounds - There has been no response from the Wal-Mart grant application. Projects for the grounds crew were discussed.
Violations – The tax assessment has been filed on property mowed this summer. The board discussed the remarks made by the property owner notified that baling permission had been rejected due to lack of compliance.
Putnam/Patton property has requested permission to burn off vegetation on their property. The board expressed a concern with electrical lines.
Streets - The board approved resolution no. 2001-01 with a motion by Knutson, 2nd Moody. This resolution states no maintenance on designated streets and alleys. It is the board's hope that eventually these streets and alleys can be closed except for utility rights.
Economic Development - Upcoming meetings were discussed.
Horizons/LCDF/CC - Discussion was held on a joint meeting reviewing each organizations commitment to the town.
Financial Reports – None presented due to lack of bills, statements. Ackman informed the board of decline in FIT rates. Discussion was held on placing monies in CD accounts.
A Motion by Knutson, 2nd Moody, carried to approve the October 6th minutes.
Old Business:
The railroad and DOT will attend our December 3rd meeting.
A motion by Moody, 2nd Knutson was made to approve the first reading or Ordinance #64. This ordinance amends No 61, Section P pertaining to the height and time frame for vegetation. Vegetation will not be allowed to grow higher than 7” with a 7 day time frame for rectification.
Discussion was held on the application for a dog kennel and the confusion with the county zoning, according to county zoning no kennel permits are allowed within city limits.
Identity Theft – More information will be obtained regarding the policy that the board needs to establish.
Easement Error – Larson is working on rectifying the easement for the lift station.

A request has been made for community information to be published on a website supported by IDCNetworks. We will direct them to our website.
Discussion was held on Municipal League Organizations. A motion by Knutson, 2nd Moody, carried to continue with the Municipal League and Finance Officers at the cost of $148.07.
